HERE FOR BREAKING THE LAW,
ANYTHING FROM A FIGHT TO DRUG
USE TO CONFRONTATIONS WITH
POLICE. BUT NO ONE IS GOING TO GOOD JAIL
TODAY.>>IT IS JUST PART OF THE DEAL. REPORTER: THIS IS THE YOLO
COUNTY MENTAL HEALTH COURT.>>STAY OUT OF TROUBLE, GO TO
GROUP. REPORTER: BUT WHERE IN A NORMAL
COURT THE DISTRICT ATTORNEY
WOULD BE LOOKING TO PUT SOMEONE
IN JAIL, IN THIS COURT THE DA,
PUBLIC DEFENDER, SOCIAL WORKERS,
AND PROBATION ARE ALL WORKING TOGETHER.>>WE REALIZED THE SYSTEM WASN’T
WORKING. WE WERE WAREHOUSING PEOPLE IN
STATE PRISON, MANY OF WHOM HAVE
AND STILL HAVE MENTAL ILLNESS. THEY DON’T GET BETTER IN STATE
PRISON, COMMIT MORE CRIME IT IT
COSTS MORE MONEY. REPORTER: JONATHAN RAVEN IS THE
CHIEF DEPUTY DISTRICT
ATTORNEY. HE AND THE REST OF THE TEAM
SPEND THEIR DAYS EATING LUNCH
TOGETHER WITH THE JUDGE. THEY REVIEW CASES FOR THE SLOTS
THEY HAVE OPEN. THESE ARE PEOPLE WHO GET A
SECOND CHANCE TO STAY OUT OF
JAIL AND GET BACK INTO SOCIETY,
AND NO ONE COULD EPITOMIZE THAT
CHANCE BETTER THAN 40-YEAR-OLD
RAY SEAN TAYLOR.>>I HAVE BIPOLAR DISORDER. REPORTER: BUT THAT REALLY WASN’T
IT. HE HAS BEEN IN AND OUT OF JAIL
AT LEAST EIGHT TIMES, FOR
DECADES HE HAS FOUGHT UNTIL
ILLNESS, EACH CAUSED DRUG USE TO
QUIET THE ILLNESS, AND IN THE
THRONGS OF HIS ILLNESS, HE COULD GET VIOLENT.>>I FEEL VERY DISTRAUGHT AND
STRESSED. I COMMIT A CRIME, I MIGHT HURT
SOMEBODY OR MYSELF. REPORTER: EVERY TIME HE WOULD
END UP IN JAIL HE WOULD GET SOME
HELP AND SOME MEDICATION BUT NOT
OF IT WORKED. HE WAS ASKED IF HE WOULD
CONSIDER MENTAL HEALTH COURT BUT
THOUGHT THERE WAS NO WAY HE
WOULD BE CHOSEN.>>THE INITIAL VIEW OF THIS CASE
AND THIS INDIVIDUAL WAS THIS
PERSON NEEDS TO GO TO STATE
PRISON BECAUSE WE NEED TO
PROTECT SOCIETY. BUT HIS CASE WAS DIFFERENT THAN
MANY. REPORTER: BUT THEY WILL NEVER
REJECT A REFERRAL WITHOUT
LOOKING INTO THE CASE FIRST. 96% OF THE PEOPLE WHO END UP IN
THE MENTAL HEALTH COURT HAVE
STAYED OUT OF JAIL. 96%. 100% HAVE STAYED OUT OF THE
HOSPITAL. IT IS SO SUCCESSFUL THAT MORE
AND MORE ARE EMBRACING THE IDEA,
ALREADY 26 COUNTIES IN
CALIFORNIA HAVE MENTAL HEALTH
COURTS, INCLUDING SACRAMENTO,
PLACER, SAN JOAQUIN, AND STANISLAUS.>>IN THE LAST FIVE YEARS THERE
HAS BEEN A REAL PUSH FROM THE
MENTAL HEALTH SYSTEM AND
CRIMINAL JUSTICE SYSTEM TO
TACKLE THE PROBLEM OF HOW MANY
PEOPLE WITH SERIOUS MENTAL ILLNESS ARE IN PRISON. REPORTER: KRISTI ABBOTT IS WITH
HEALTH AND HUMAN SERVICES AND
SHE SAYS THE GOAL IS TO MAKE
SURE THAT PEOPLE ARE SUCCESSFUL. SOCIAL WORKERS AND PROBATION ARE
ALL IN TOUCH WITH THE
PARTICIPANTS CONSTANTLY. IN MANY WE SAW IN COURT TO LIVE
AT PLACES LIKE THIS FARM, WHERE
THEY TRANSITION BACK TO SOCIETY
AND EVEN BACK TO WORK.>>COMPLETE OPPOSITE, YOU
WOULDN’T EVEN KNOW IT’S THE SAME
PERSON. GETTING TO KNOW HIM MORE OVER
THE LAST TWO YEARS HAS ONLY
PROVEN THAT. REPORTER: AND HE IS IN THE ONLY
ONE SEEING A DIFFERENCE. JONATHAN RAVEN AND KRISTI ABBOTT
GO ON FIELD TRIPS AND BARBECUES
WITH PARTICIPANTS, SOMETHING
THEY NEVER WOULD HAVE DONE WITH
SOMEONE IN A CRIMINAL CASE
BEFORE.>>WE ARE ALL RUNNING IN THE
SAME DIRECTION AND THE GOAL IS
TO GET THE PARTICIPANTS HEALTHY
AND SUCCESSFUL AND NOT PUT THEM
IN A SITUATION WHERE THEY HAVE A
RECORD THAT WILL IMPEDE UPON THEM GETTING EMPLOYMENT OR
HOUSING. 100% BETTER. I’M THANKFUL FOR THE OPPORTUNITY
I HAVE GOTTEN. SO GOOD. BRIAN: YOLO COUNTY’S COURT HAS
BEEN SO SUCCESSFUL. OTHER COUNTIES HAVE CONTACTED
THEM FOR HELP SETTING UP THEIR
OWN COURTS. AT THE MOMENT THEY CAN ONLY
HANDLE AROUND FIFTEEN CLIENTS AT
A TIME. BUT THEY’VE APPLIED FOR A GRANT
THAT COULD DOUBLE THAT N

    Amen , know of those that have been
    Damaged by being put in prison has ruined their Life, & feel hopeless also
    They never did anything to harm themselves or another person.
    But we all know True Justice is
    Coming. All Glory, Honor & Power
    unto Our Heavenly Father.

    The criminal justice system is not about reform that's why we come out with a new law every other day.. it's about keeping up predatory capitalism and destroying the lower class because they believe in equality and that would destroy capitalism. the two are incompatible because capitalism is piracy
