THIS AFTERNOON, WORKERS TOOK DOWN SOME OF THE REMAINING TENTS. SHERIFF PENZONE SAYS THE PROJECT IS AHEAD OF SCHEDULE AND THAT ALL OF THE INMATES EXCEPT FOR THOSE ON WORK FURLOUGH HAVE BEEN MOVED TO OTHER JAILS. THE STAGE WE ARE IN IS TEAR DOWN. STORING WHAT’S IN GOOD CONDITION, DISPOSING OF PIECES NO LONGER VALUABLE AND FOCUSING ON IMPROVEMENT OF THE SHERIFF’S DETENTION FACILITIES.>>WITH US NOW IS THE CHIEF OF CUSTODY. GOOD TO HAVE YOU. THE CURRENT STATUS, CURRENT STATE OF TENT CITY IS WHAT?>>WE HAVE ZERO INMATES HOUSED THERE. ALL OF OUR INMATES HAVE BEEN MOVED TO OTHER JAIL FACILITIES. WE HAVE A SMALL GROUP OF DEDICATED OFFICERS IN THE PROCESS OF TAKING DOWN THE TENT CANVASSES, STEEL STRUCTURES, LIGHTING AND FANS THAT WERE INSIDE THE TENTS. THEY ARE REMOVING THOSE.>>AS FAR AS PRISONERS THAT WERE TRANSFERRED, HOW MANY WERE TRANSFERRED AND HOW MANY WERE IN THERE DURING THE WANING DAYS?>>400. 300 MALE INMATES AND 100 FEMALE INMATES. THE WOMEN WERE MOVED TO A FEMALE FACILITY AND THE MALES WERE MOVED TO THE DURANGO FACILITY.>>I THINK PEOPLE ARE UNDER THE IMPRESSION THAT THERE IS NOT ENOUGH SPACE TO TRANSFER THEM ELSEWHERE. IS THERE ENOUGH SPACE?>>THERE IS ENOUGH SPACE. IT’S AMOUNT OF HOUSING AND CLASSIFICATION. IT’S NOT LIKE WE CAN JUST TAKE A THOUSAND INMATES AND MOVE THEM IN OVERNIGHT. WE HAVE TO LOOK AT THE STRUCTURE, HOUSING DESIGN WE HAVE, AND HOW MANY BEDS WE HAVE AVAILABLE.>>THE TENTS THEMSELVES, YOU SAY THEY HAVE BEEN TAKEN DOWN. COMPLETELY TAKEN DOWN OR THE MOST PART TAKEN DOWN?>>NO, SIR. WE HAVE 45 TENTS. TODAY AT SHERIFF PENZONE’S PRESS CONFERENCE WE TOOK DOWN 19.>>THEY’LL ALL BE TAKEN DOWN?>>YES, SIR, EVENTUALLY.>>WHAT HAPPENS TO THE TENTS?>>THEY HAVE BEEN DONATED. THEY WERE GIVEN TO US BY THE DEPARTMENT OF DEFENSE. THEY HAVE BEEN UP SINCE 1993, AND WE HAVE PATCHED THEM OVER THE YEARS. THEY NEED TO BE FOLDED UP AND DISCARDED OR PUT INTO STORAGE UNTIL WE DETERMINE WHAT TO DO WITH THEM. INTERESTING. AS FAR AS THE PROPERTY, 17-ACRES. WHAT HAPPENS TO THE PROPERTY?>>IT BELONGS TO THE COUNTY. SHERIFF PENZONE ALONG WITH THE COUNTY BOARD OF SUPERVISORS WILL DETERMINE WHAT WILL BE DONE WITH THAT AREA.>>WHY IS TENT CITY COMING DOWN?>>IT’S NOT FISCALLY RESPONSIBLE TO MAINTAIN IT. IT COSTS $7.8 MILLION A YEAR TO RUN THE FACILITY. IT’S COST PROHIBITIVE TO MAINTAIN IT.>>THE PREVIOUS SHERIFF SAID IT WAS AN INEXPENSIVE SOLUTION TO ROVER CROWDING. WAS HE WRONG?>>IN 1993, HE WAS CORRECT. WE WERE OVERCROWDED IN THE JAIL FACILITIES, INCARCERATED INDIVIDUALS SLEEPING ON WHAT IS CALLED BOATS, PLASTIC BEDS IN THE DAY ROOMS. THE THEN SHERIFF ARPAIO SAID WE WILL NOT TURN PEOPLE AROUND. WE’LL HAVE VACANCY AND HE DETERMINED THE TENTS WERE A TEMPORARY SOLUTION THAT TURNED INTO A PERMANENT SOLUTION FOR HIM.>>THERE ARE THOSE THAT SAY TENT CITY SERVED AS A DETERRENT TO CRIME. NOBODY WANTED TO SPEND TIME THERE BECAUSE OF THE FOOD OR CIRCUMSTANCES. WAS THAT ACCURATE?>>WE HAVE NO DATA TO PROVE THAT IT WAS A FORM OF INCARCERATION THAT ENCOURAGED RECIDIVISM. WE HAVE NOTHING TO SHOW THAT. IT’S THE OPPOSITE. WE DID HAVE REPEAT OFFENDERS THAT WOULD RETURN TO TENTS.>>IF I’M NOT MISTAKEN, A LOT OF OFFENDERS, IF GIVEN THE TENTS, THEY WOULD GO TO THE TENTS.>>THEY PREFERRED THE TENTS BECAUSE IT GAVE A SENSE OF FREEDOM.>>WHEN YOU ARE AN INMATE IN A HOUSED FACILITY, YOU ARE RESTRICTED TO A DAY ROOM AND A CELL. THE TENTS, THEY ARE SENTENCED TO COUNTY TIME. THEY WOULD SPEND TIME AWAY FROM TENTS AT WORK. WHEN HE REMOVED TO TENTS, THEY HAD THE FREEDOM TO MOVE AROUND THE YARD.>>THE TENT — THE DINING HALL.>>IT’S CALLED THE DAY ROOM. MY OPINION ON THAT IS, ANYTIME YOU HAVE INDIVIDUALS FROM THE OUTSIDE, WHETHER THAT’S MEDIA, INDIVIDUALS COMING INTO A SECURED JAIL FACILITY FOR THE SAKE OF SEEING — I GUESS I’LL USE THE CIRCUS, IT DETERS FROM WHAT WE ARE THERE TO DO. IT INTERFERES WITH DETENTION OFFICERS AND THEIR JOB AND FUNCTIONS. IT BECAME AN AREA WHERE WE SPENT MORE TIME GIVING TOURS TO INDIVIDUALS, AND USUALLY MEDIA AND REPORTER, THEN WE WERE ABLE TO SPEND ON DOING OUR JOB.>>WITH THAT IN MIND, LAST QUESTION, DOES THE DISMANTLING OF TENT CITY, HOW DOES THAT IMPACT MORALE AT THE SHERIFF’S DEPARTMENT? OR DOES IT?>>I DON’T BELIEVE IT DOES. THE DETENTION STAFF, WE HAVE GOOD QUALITY MEN AND WOMEN THAT DETERMINED AND DECIDED TO TAKE ON THE ROLE OF DETENTION OFFICER FOR THE PURPOSE OF SERVING AND MAKING A DIFFERENCE IN DOING THEIR JOB. THEY’LL DO THAT AT THE DURANGO JAIL, TENT JAIL. IT DOESN’T MATTER WHERE THEY ARE ASSIGNED. THEY JUST WANT TO DO THEIR JOB. I THINK THEY DO.>>THANK YOU VERY MUCH. THERE WAS A LOT OF PRETTY PACKAGING, BOWS AND TALK BUT INSIDE THE PACKAGES WILL ENDANGER CHILDREN GOING FORWARD.>>YOU SAID HEALTH, SECURITY ALL ENDANGERED GOING FORWARD. EXPLAIN.>>THERE WERE A FEW BRIGHT SPOTS AND IMPROVEMENTS. THE APPLICATION FOR FOOD STAMPS, BUT THE FUNDAMENTALS WERE DAMAGED. THAT’S WHY I WORRY ABOUT THE FUTURE. NOT ONLY DID WE MAKE NO DENT IN OUR TEACHER SHORTAGE CRISIS, WE MADE NO DENT IN THE $1.1 BILLION DEFICIT WE HAVE EVERY YEAR FOR SCHOOLS THAT WE HAVEN’T RESTORED SINCE THE GREAT RECESSION. WE GAVE AWAY TAX CUTS TO BIG CORPORATIONS, PEOPLE AT ALL INCOME LEVELS. THERE WILL BE LESS FUNDING FOR EDUCATION IN THE FUTURE.>>YOU KNOW THE ARGUMENT THERE, TAX CUTS TO CORPORATIONS AND INDIVIDUALS PUTS MORE MONEY INTO THE INDIVIDUAL’S HANDS, GIVES THE CORPORATIONS A BETTER OPPORTUNITY TO DO BUSINESS SO THAT RISING TIDE LIFTS ALL BOATS, INCLUDING BOATS THAT CONTAIN CHILDREN.>>I HAVE HEARD THAT ARGUMENT. I HAVE LIVED HERE 30 YEARS. WE HAVE NO EVIDENCE THAT, THAT HAS WORKED. THE GOVERNOR AND LAWMAKERS TELL US EVERY YEAR, SORRY, WE WISH WE COULD DO MORE FOR KIDS AND EDUCATION BUT WE DON’T HAVE THE MONEY. THEN AFTER THEY PASS THE BUDGET, THEY PASSED MORE TAX CUTS.>>START WITH THE GOOD, THEN WE’LL GET TO THE BAD.>>FOOD STAMPS, RAISING MONTHLY FOR THOSE RAISING RELATIVES. THAT’S A POSITIVE.>>IT IS. THIS STIPEND IS IMPORTANT TO FORTIFY THOSE FAMILIES THAT ARE FRAGILE.>>MORE LITERACY GRANTS TO LOW-INCOME SCHOOL DISTRICTS.>>ANOTHER GOOD SIGN. WE APPRECIATE THE THREE YEAR GRANTS SO SCHOOL DISTRICTS CAN MAKE A PLAN AND INVEST WHERE IT COUNTS FOR THEIR STUDENTS. AND THE EXTENSION OF TEMPORARY ASSISTANCE TO NEEDY FAMILIES.>>WE HAVE THE SHORTEST TIME LIMIT OF ANY STATE IN THE COUNTRY. THERE ARE EXCEPTIONS NOW. PEOPLE THAT FOLLOWED ALL OF THE RULES AND HAVE NEVER GONE AWAY FROM THE RULES CAN GET ANOTHER 12 MONTHS IN THEIR LIFETIME, BUT WE BASICALLY SET UP A STANDARD OF PERFECTION AND PUNISHMENT FOR STRUGGLING MOMS, MOMS THAT ARE EXTREMELY POOR. WE DON’T GIVE THEM A CHANCE TO FIX THEIR MISTAKES AND GET BACK ON THEIR FEET AND HAVE A BRIDGE OUT OF POVERTY. I THINK THAT’S A BIGAMIES STAKE.>>WE HAVE HAD REPUBLICANS ON AND THEY SAY THE WAY TO HELP THEM GET BACK ON THEIR FEET IS TO NOT ALLOW THEM TO BE OFF THEIR FEET.>>WE WANT THEM TO BE BACK ON THEIR FEET AND WE AGREE THAT JOB TRAINING AND COUNSELING HELP, BUT WE ARE NOT DOING THOSE THING. WE ARE GOING TO WORK WITH THE GOVERNOR’S OFFICE TO IMPROVE THAT.>>THE OUTLIER HERE, LOWEST RATES OF CHILD CARE ASSISTANCE, TEACHER SALARIES, SHORTEST TIME FOR POOREST MOMS AND KIDS. THAT DOESN’T CHANGE, RIGHT?>>WE ARE THE OUTLIER IN THE NATION. WHAT WAS DISTURBING ABOUT THE SESSION WAS THE TALK ABOUT THE IMPORTANCE OF PUBLIC EDUCATION BUT THE ACTIONS WE WANT IN THE OPPOSITE DIRECTION. A 1% TEACHER BONUS, NO WAY ANYONE CAN SAY WE’LL ADDRESS THE TEACHER SHORTAGE CRISIS. WHEN THE GOVERNOR TALKED ABOUT NEXT STEPS AFTER PROPOSITION ONE, TWO, AND THREE, NOBODY THOUGHT IT WAS WOULD BE VOUCHERS FOR PROVIDE SCHOOLS, BUT THAT HAPPENED. WE ARE USING TAX DOLLARS GOING FORWARD FOR PUBLIC SCHOOLS.>>THEY ARE SAYING IT WAS A SMALL MOVE. THE INITIAL IDEA WAS FOR EVERY STUDENT TO HAVE THE OPTION. IT’S A SMALL STEP. LET’S SEE HOW IT GOES. WE’LL TAKE IT FROM THERE. YOU SAY?>>THE OUT OF STATE FACTIONS UNDER WRITING HIS POLITICAL CAREER CALL IT BOLD, MASSIVE, MONUMENTAL. HE’S TELLING ARIZONA PARENTS SOMETHING DIFFERENT THAN HIS OUT OF STATE FUNDERS ARE SAYING.>>THE FOCUS ON ACHIEVEMENT GAP FOR LOW INCOME KIDS, I UNDERSTAND THE MONEY ASPECT OF IT, BUT IS THERE SOMETHING OTHER THAN ADDITIONAL FUNDING THAT COULD HAVE BEEN DONE TO TAKE CARE OF THE ISSUES?>>I THINK THE LITERACY GRANTS ARE ONE BRIGHT SPOT THAT CAN TAKE A TINY STEP TO CLOSE THE ACHIEVEMENT GAP. THOSE DISTRICTS ARE FOCUSED ON KIDS AND ARE REQUIRED TO MAKE THE GRANTS FIT IN WITH THE OVERALL PLANS. THE RESULT BASED FUNDING GIVES MONEY TO DISTRICTS AND CHARTERS ALREADY EXCELLING. IT DOESN’T HELP CLOSE THE ACHIEVEMENT GAP. WE HAVE SPRINKLED FUNDING TO A FEW SCHOOLS AND CHARTERS. WE HAVE NOT CHANGED THE FUNDAMENTALS OF THE SYSTEM.>>THE WISH LIST, I’M SURE, IS BEING FORMULATED. WHAT DO YOU THINK NEEDS TO BE ADDRESSED THE MOST WHEN IT COMES TO TEACHER ISSUES?>>TOP IS TEACHER PAY AND TEACHER SHORTAGE. WE KNOW FROM THE REPORT THE MORRISON INSTITUTE DID, IT’S NOT ONLY PAY BUT WORKLOAD. WORKLOAD IS AFFECTED BY OUR DISINVESTMENT SO TEACHERS DO MORE AND MORE THROUGHOUT THE SCHOOL DAY BECAUSE THERE’S NO LIBRARIAN, NO NURSE, NO COUNSELOR. WE HAVE TO ADDRESS THAT SO THEY CAN FOCUS ON THEIR STUDENTS IN THEIR CLASSROOM AND THEY ARE PAID A FAIR SALARY THAT REFLECTS WHAT WE EXPECT WITH THEM.>>IT BEGINS AND ENDS WITH EDUCATION, DOESN’T IT? WHY DO YOU THINK YOUR CITY SCORED SO HIGH?>>IT’S THINGS WE TAKE SERIOUSLY. WE WANT AS MANY CITIZENS AS POSSIBLE TO BE PART OF THE DECISION MAKING PROCESS. WE WANT TO EMPOWER EMPLOYEES SO THEY ARE LEADERS IN THE DECISION-MAKING PROCESS. WE WANT TO MAKE SURE EVERYONE IN THE COMMUNITY, REGARDLESS OF THE NEIGHBORHOOD YOU LIVE IN, YOU ARE PART OF THE SOLUTION IN PHOENIX. THAT’S WHAT I LOVE ABOUT HOW THEY DEFINE INNOVATION. WE PASSED UP PHILADELPHIA, OFFICIALLY TOMORROW. YOU WILL SEE IT. WE ARE NOT TIED TO OLD INDUSTRIES LIKE THE AUTO INDUSTRY OR STEEL INDUSTRY. WE ARE A YOUNG, BIG CITY. WE HAVE BEEN OVERLY RELIANT ON REAL ESTATE AND GROWTH. WE HAVE TO BUILD A MORE EXPORT BASED ECONOMY. THAT’S NOT GOING TO HAPPEN BY OSMOSIS. IT’S GOING TO HAPPEN BY SMART STRATEGIC PLANNING. ALL OF THE THINGS THEY HAVE LED THE WAY ON IS WHAT WE NEED TO DO TO BUILD A DIVERSE ECONOMY THAT WILL LAST A LONG PERIOD OF TIME IN PHOENIX.>>RESIDENT INVOLVED. THIS WAS BIG IN PHOENIX. TAKING THAT, GETTING EVERYONE ENGAGED, SURVEYING THE PUBLIC, NOT JUST THE SAME FIVE PEOPLE THAT SHOW UP, HOW ARE YOU GETTING THEM INVOLVED, TAKING THE FEEDBACK AND IMPROVING THINGS IN CITIES?>>WE DID THE STORY ON THE POLICE CHIEF, ENGLAND — THE CITY OF LONDON WAS LOOKING AT HOW WE SELECTED OUR POLICE CHIEF BECAUSE RESIDENTS WERE INVOLVED.>>THEY HAVE TO BE. THE POLICE CHIEF THE HIGHEST PROFILE POSITION IN THE CITY OF PHOENIX. TRUST IN THE NEIGHBORHOOD, LATINO, AFRICAN-AMERICAN COMMUNITY, ALL OF THE COMMUNITIES OF COLOR, THEY HAVE TO FEEL INVESTED IN THE POSITION SO WE WENT TO A HYPER, RESIDENT DRIVEN APPROACH FOR THE POSITION. THE MODEL WE FOLLOW FOR THE POLICE CHIEF IS WHAT WE SHOULD FOLLOW FOR EVERY MAJOR DECISION.>>IS THIS A MODEL OTHER CITIES CAN FOLLOW, NOT WORD FOR WORD BUT THE SCHEMATIC OF SEVEN CATEGORIES?>>OUR CITY IS A LIVING CITY, WONDERFUL NONPROFIT. WE CAME UP WITH THE FORM TO TAKE TO CITIES SO THEY HAVE A ROAD MAP. SAN FRANCISCO WAS HERE TODAY. THEY ARE SO EXCITED. THEY WERE LIKE, WE ARE USING THIS. WE HAVE NEVER HAD THIS BEFORE. CITIES WANT TO INNOVATE. THEY WANT TO DO A BETTER JOB BUT THEY DON’T HAVE A WAY TO DO IT. WE ARE SUPER EXCITED BECAUSE THESE ARE SEVEN AREAS. CITIES CAN SAY WE ARE GOOD HERE. WE NEED WORK THERE. LET’S DO BETTER HERE.>>IF ONE PART OF THE CITY IS DOING WELL, NO PART IS DOING WELL. YOU CAN’T JUST HAVE GREAT JOBS IN ONE PART OF THE CITY. YOU HAVE TO INVOLVE EVERYONE.
