that again under Clause three thank you for that I call Reno Tara cut me Thank You mr. chair I’m pleased to take a call on Clause 1 of this bill and can I come in the government administration committee for its work in examining this bill a hundred and thirty two to 137 give or take pieces of legislation which are to be repealed or or armed parts of parts of the air of and I know we’re dealing with the title but if I can just sort of canvass some general comments on the bill sir whilst are not a member of this committee I you know I do support in principle the fact that we do have a lot of redundant pieces of legislation on our many voluminous are copies of statute books that are are on the bookshelves within within Parliament here and so this this bill goes a long way too I guess cleaning up a lot of those redundant pieces of legislation but what I’d like to know sue is that the the subject matter of the legislation in this bill is quite quite broad I mean it deals from things like fishing vessels and loans to the y2k computer bug to various finance X so it’s quite ad hoc in terms of obviously this salt that the X that have been identified for repeal under this bill but I would just question or would like to know you know how comprehensive is that list as the list of bills contained within within this Bill’s here because there may be hundreds more that may need to be repealed I note sure that there is nothing in the bill that includes any maori legislation and I know that there’s been quite a lot of multi legislation over the past hundred and seventy-five years certainly surely some of that archaic or redundant legislation could have been included within this bill I’m just I’m just curious how comprehensive is it or is it just you know has it been cherry picked because I think it’s sort of quite lazy I guess on behalf of the government if they are going to be doing a statute repeal bill to not just take selected pieces of legislation but if they’re going to do the job properly they should do a complete sweep of all of the legislation that is currently in force and really do a comprehensive vetting or culling of certain pieces of legislation I’m just not convinced to that that even though there’s a hundred and thirty-odd pieces of legislation in this bill that that is comprehensive or there is any clear policy around it and that has been touched sir by my colleague Chris Hopkins because I’m sure that many academic legal academics will be studying Sir Kenneth Keith’s submission and I guess sir we could get into a whole lot of mental gymnastics around when a bill is repealed and when it’s the repealing of that repeal bill was repealed and when actually a bill is ultimately repealed but I see some points here I was just scanning my eye through this bill and if we look at the fisheries yet there is a repeal of sick return I just interrupt them in bay I made the point earlier on I made a ruling earlier on for the Honorable David Parker but those are things that come up later cause so in schedule one that’s Clause three schedule one this is a we’re actually only on the title that’s what we should be referring to you know terra cotta knee oh thank you sir I will pick up on those points where we get to those causes and just concentrating on the title sir this is about statutes repealed and as I was as I mentioned earlier I guess the scope of the bill is a bit unclear because there is a whole lot of ad hoc pieces of legislation but we don’t know how comprehensive that is or how comprehensive the exercise has been and I do want to and I’m sure we will pick it up later go into those finer tune sort of legal issues around when a bill is actually repealed and also discussions later on around the sentencing committee RB Honorable Paul Goldsmith mr. chair just want
