sit down for third reading next sitting de call on government order of the day number three statutes amendment bill number – committee stage continued I declare the house in committee for future consideration of the statutes amendment bill number two [Applause] our members the houses and committee for further consideration of the statutes amendment bill number two members when we were last considering the bill we were debating the question that parts 1 to 28 and clauses 1 & 2 stand part Doctor John Young had the while was speaking and his 3 minutes 51 seconds remaining should be so good it’s great that’s great okay well okay Thank You mr. chair as I said earlier speech actually this bill deals with a number of issues some some amendments would make make effects more more rational some would update in some acts and some would simply clarify the statements in some acts so let’s look at like part 22 leasing actor 2008 that part part apart 22 would amend producing Act 2208 that would give place the power to basically destroy or to give away some properties that place holding so that that moment place has had to sell or sell the properties a lot of on the properties by auction which of course sometimes is hard to do because there are properties there who which may not be variable at all and so if if if place decides that these properties are not particularly variable it could be destroyed or sometimes could be given to give away by the place so that would give the place more freedom in dealing with loss or found a property that is basically making bill or the act more rational I was saved so this is part 22 and also then you look at some other parts in this bill you’ll find that these amendments would clarify a few things for example part 12 part 12 would deal with exclusive economic zone and continental shelf Act 2012 now basically this would give give this bill more clarity by clarified by clarifies on some particular statements you’ve looked at part 12 you’ll find that it says that clause 42 amends a transitional a transitional provision in Section 101 and 6 for a relating to permits issued under the maritime transport Act in 1994 the amendment provides that any reference in those permits to maritime New Zealand the director of maritime New Zealand or a director must be treated as if it were a reference to the environmental protection of authority so this would cure if I basically and the reference now he said is particularly important to us because we have about 4.1 million square kilometers areas which is of course a huge area which is actually about 15 times land that we have so he said actually makes New Zealand a wealthy country in terms of resources it is therefore very important for us to make sure we have a good understanding of the laws and also to make sure that we are able to protect our EEZ and then you look if you look at part 2 of this bill that is attempt to to amend biosecurity to 1993 right the Honorable OPA – William seal I want to thank the member for that contribution mr.
