TO ANSWER QUESTIONS ABOUT RUSSIA’S INTERFERENCE IN THE 2016 ELECTION. HE TESTIFIED IN 2017. A PERSON CLOSE TO HIM TOLD THE ASSOCIATED PRESS THAT THE PRESIDENT’S ELDEST SON WILL CONTINUE TO PROVIDE DOCUMENTS AND ANSWER WRITTEN QUESTIONS. EARLIER IN THE DAY, DEMOCRATS IN THE HOUSE JUDICIARY COMMITTEE VOTED TO HOLD WILLIAM BARR IN CONTEMPT. WE TALKED ABOUT APPROACHING A CONSTITUTIONAL CRISIS. WE ARE NOW IN IT. THERE IS SOME SPACE HERE NOW WHEN THE WHITE HOUSE REFUSES TO COMPLY WITH A REQUEST OR DEMAND FROM CONGRESS FOR INFORMATION. WHATEVER THAT INFORMATION HAPPENS TO BE. WHETHER THE PRESIDENT IS BAKING –BAITING ON IMPEACHMENT , I HOPE THEY DON’T GET CAUGHT UP IN THE DRAMA AND THE SPEND THE TIME TRYING TO EXERCISE THEIR OVERSIGHT RESPONSIBILITY AND TEACH THE AMERICAN PUBLIC ABOUT HOW THE BRANCHES OF GOVERNMENT ARE SUPPOSED TO OPERATE. THAT MIGHT BE THE BEST CHANCE THEY HAVE IF THE GOAL INEVITABLY IS TO UNSEAT DONALD TRUMP. IF THEY COME OFF THIS TRACK, IF THEY TAKE THE FAITH, IF THEY ACT EMOTIONALLY, IF THEY BRING BUCKETS OF CHICKEN AND DO ALL OF THAT STUFF DURING THIS TENUOUS TIME FOR LEARNING, THEY WILL HAVE MISSED AN OPPORTUNITY. OUR SAFETY, SCHOOLS, SANITATION AND HISTORICALLY, IN THIS STATE AND MOST OTHER STATES, THE STATE AND LOCAL OFFICIALS HAVE TRIED TO WORK IN TANDEM. WORK AS PARTNERS TO SOLVE PROBLEMS. IN THE CASE OF THE EVERGREEN CONTRACTS, IT IS CLEARLY A CASE THAT OTHER INTERESTS HAVE MORE CLOUT THAN OUR ELECTED OFFICIALS. I GO BACK AND I HATE TO GET NOSTALGIC THAT I LOOK AT A TIME WHEN JOE WALSH WAS MAYOR AND OTHERS WERE IN OFFICE . THIS WOULD NOT HAVE GOTTEN AN INTRODUCTION IF THERE WAS STRONGER MUNICIPAL LEADERSHIP THAT WE HAVE SEEN FOR A COUPLE OF DECADES. AS A RESULT, IT BECOMES HARDER AND HARDER TO WORK WITH THE LEGISLATURE AND WORK WITH THE GOVERNOR TO GETTING THEIR VOICES HEARD. DAN: THAT IS A VERY PROFOUND THING YOU JUST SAID. THIS EVERGREEN CONTRACT — IT IS A CONTINUING CONTRACT BILL WHICH MEANS IF A TEACHER UNION OR MUNICIPAL UNION NOT POLICE OR FIRE BECAUSE THEY HAVE ARBITRATION BUT A CONTRACT IS WRITTEN AND EXPIRES, THE MONEY TERMS OF THE CONTRACT REMAIN IN FULL FORCE UNTIL SUCH TIME AS A NEW CONTRACT SUPPLANTS IT. WHAT THE EVERGREEN CONTRACT SHOWS IS THAT WHEN THE MAYORS OF THE STATE ARE UNITED, AND THEY DO HARM TO THEIR COMMUN13 THEY ARE ELECTED OFFICIALS AND ELECTED OFFICIALS ARE IN THE SECOND ROW. YOU HAVE TO ASK HOW SOMETHING LIKE THAT CAN HAPPEN. I WILL SAY ONE OTHER THING. IN 1951, THE PEOPLE OF RHODE ISLAND ADOPTED AN AMENDMENT TO THE CONSTITUTION. IT WAS TO GIVE THE COMMUNITY’S CONTROL OVER THEIR AFFAIRS AS LONG AS THEIR AFFAIRS DID NOT AFFECT OTHER COMMUNITIES. A CONTRACT CONTINUATION AFFECTS THE COMMUNITY. IT AFFECTS BARGAINING STATUS. THIS GOVERNOR AND THE GENERAL ASSEMBLY — THE GOVERNOR REACTED WHEN THE MAYORS SAID WE ARE GOING TO USE OUR POLITICAL WEIGHT AND WORK AGAINST YOUR REELECTION. NOW SHE HAS NO WORRY ABOUT THAT. I DON’T KNOW THAT SHE IS MAKING THAT DECISION BASED ON THE MERITS FOR YOUR GOOD ARGUMENTS OR HER OWN POLITICS. GARY: I DON’T WANT THE POLITICS WERE. I KNOW THAT THE TEACHER UNIONS SUPPORTED HER DURING THE CAMPAIGN. THE PUBLIC UNION IS A VERY IMPORTANT CONSTITUENT. WHAT IS HAPPENING NOW AND THIS WAS CLEAR IN THE WALL STREET JOURNAL AND I THINK THERE WILL BE OTHER NATIONAL MEDIA RAISING QUESTIONS ABOUT WHAT IS HAPPENING TO THE REPUTATION OF THIS GOVERNOR AND THE STATE. LET ME SPEAK ABOUT THAT FOR A SECOND. WHEN THE GOVERNOR CAME IN, THE BUSINESS COMMUNITY AND THE NATIONAL PRESS SUPPORTED HER AS A MODERN DEMOCRAT. PENSION REFORM WOULD STAND UP FOR THE PEOPLE. GOOD FISCAL RESPONSIBILITY. THAT WAS HER REPUTATION THAT WAS BUILT. IF THIS LEGISLATION GOES THROUGH, WHAT THE MEDIA IS SAYING IS IT’S GOING TO FLIP-FLOP. YOU CAN NEVER GET BACK YOUR REPUTATION. POLITICAL DEALS ARE SHORT-LIVED. IT’S HARD TO GET BACK YOUR REPUTATION. RHODE ISLAND’S REPUTATION HAS IMPROVED AS A PLACE TO DO BUSINESS AND WHEN YOU DO THIS YOU GIVE IT ALL BACK. I THINK A LOT OF WHAT SHE HAS DONE HAS NOT BEEN WELL COVERED. HER NATIONAL GRAVITAS HAS GROWN PAST HER EFFECTIVENESS IN THE STATE. THE NATIONAL MEDIA LIKE WALL STREET JOURNA AND OTHERS WHO WATCH THE NUMBERS ARE — MAYBE HER PEOPLE LOOK AT IT AND SAY HE IS MAKING A GOOD POINT LET’S REGROUP ON THIS. GARY: I THINK THE OTHER THING THAT NEEDS TO BE DISCUSSED IF YOU LOOK AT SOME OF THE ECONOMIC NUMBERS RECENTLY, WE HAVE LOST 2800 JOBS IN THE STATE IN THE LAST THREE MONTHS. OUR LABOR FORCE PARTICIPATION IS DOWN. OUR GROWTH AND PERSONAL INCOME IS FALLING BEHIND OTHER STATES. OUR PRIVATE SECTOR JOBS ARE BEHIND CONNECT FOR THE LAST YEAR. ALL OF THE METRIC CITIES AND TOWNS ARE UPSIDE DOWN AND IN TROUBLE. WHEN YOU BEGIN TO LOOK AT THESE THINGS, AND YOU ARE IN YOUR SECOND TERM AND YOU SAY WE HAVE A COUPLE SHALLOT AND OUR FIRST TURN BUT TIMES AND CONDITIONS ARE DIFFERENT. I NEED TO MAKE A CORRECTION. WE HAVE TO CHANGE OUR GOVERNANCE MODEL SO THAT MORE DECISIONS ARE MADE AT THE LOCAL LEVEL AT THE SCHOOL WITH THE PRINCIPLES. LEADERS SAYING THEY LOOK NORTH TO HOW MASSACHUSETTS STARTED SUCCESSFULLY RESHAPING ITS EDUCATION SYSTEM 25 YEARS AGO.     We need to change the CURRICULUM!!! We are teaching our students from K to college a bunch of junk, irrelevant and useless information, that they know is as such. Change the Curriculum and you’ll change this state for the better. Standardized tests aren’t the answer
